A person who spiked sweets with tranquilliser and distributed them to minors at a summer camp in the region has pleaded guilty to sexual offences against two boys who were nine and 10.
The accused was taken into custody after eight minors and a grown-up experienced illness at the location in July.
The 76-year-old, from that region, confessed to a series of 17 offences when he appeared at the courthouse on the end of the week.
However, he disputed one of the sexual offences he was facing, which was against a nine-year-old child.
The defendant was held in detention before a subsequent court date on November 28th.
'Candy game'
The legal representative, handling the case, described the criminal behavior to the court.
She explained his victims were children from difficult backgrounds who were participating in a summer program which he managed.
Ruben played a "candy game" with the youngsters, the prosecutor stated, in which he would access the sleeping quarters when they were settling down and request they to eat sweets "as fast as possible".
She told the court Ruben had conducted this practice with the boys "repeatedly", and children had previously fallen ill the next day.
She stated the man had been successful in rationalizing this over a long period as the children being "overstimulated by activities", until his family member had suspicions in recently.
Mrs Prior KC added: "This year his family member had concerns about what was going on, justifiably.
"They resolved" to have a look in the individual's items."
The prosecutor explained items including baby oil, ointment and injection devices were found, and his family member alerted the law enforcement about his concerns.
She explained Ruben proceeded to engage in the "candy game" with six children that time - Saturday 26 July - and they were everyone unwell the subsequent day.
"Authorities" had not gone out by that stage," she added.
The police watchdog, the Independent Office for Police Conduct, earlier informed that it was examining Leicestershire Police's handling of the incident.
Mrs Prior explained the youngsters were struggling to walk due to their sickness, so the stepson called the authorities a second time.
She stated Ruben then engaged in the "treat game" in a room of five minors.
